Mizoram Minor’s Sexual Assault Case: State Commission Calls For Stringent Action Against Accused

There should be severe repercussion against the man who sexually assaulted a minor in Aizawl and uploaded a video of his crime online on May 30, the Mizoram State Commission for Protection of Child Rights (MSCPCR) has said, while condemning the recent sexual assault case which was discovered by CBI .

The Commission also noted that there were hundreds of POCSO cases pending in various district courts of the State— a total of 194 cases in all, reported PTI.

On Tuesday, addressing the reporters in Aizawl, MSCPCR chairperson Jimmy Laltlanmawia stated that the accused, identified as Lalrampana, was apprehended by CBI on June 9 for allegedly sexually assaulting a minor and uploading a video of the following act online.

In a coordinated effort,  the Central Bureau of Investigation tracked the activities of the accused using cyber intelligence, forensic tools and international cooperation mechanisms. After registering the case on May 30, CBI had raided his premises in Aizawl on June 4 after discovering his location, during which incriminated digital devices were seized.

The accused was actively engaged in creating, collecting, storing and uploading child sexual abuse material (CSAM), in direct violation of existing laws aimed at safeguarding minors from sexual assault, said the CBI. Subsequent forensic examination revealed a substantial cache of child abuse content, including graphic images and videos, a CBI spokesperson had stated. 

He said that Interpol's International Child Sexual Exploitation (ICSE) database and Cyber Tipline Reports (CTRs) generated by Google and shared with the Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs, corroborated these materials.

It was further revealed that the case was detected suo motu by the CBI, as neither the victim nor the family had complained about the incident to any law enforcement agency prior to CBI's intervention, the CBI added to the statement.

The accused had threatened and sexually assaulted the minor, the analysis further uncovered.

Jimmy said that the POCSO act strictly prohibits sexual assault against children and possession or sharing online of child sexual-related video or picture. Any violator can be convicted with an imprisonment of 5 years and a fine of up to Rs. 10 lakh and another 7 years imprisonment and Rs 10 lakh fine for repeated offence, he added.

Expressing regret over the incidents of child sexual abuse in Mizoram, Jimmy stated that the commission is determined to prevent such incidents from occurring again in the state.

"MSCPCR expresses deep regret over the incident and demands stringent punishment against the accused," he said.
